In conformity with the instructiona contained in your telegram No. 47 of the 8th instant, I have the honour to submit the following remarks on the situation
at laceo.
Ever since the outbreak of the revolution the Hsiangshan district has been under the control of various sections of the People's Army and infested by robbere and pirates, but, so far as I am aware, no overt act of aggression was committed by then on territory
claimed by Portugal.
In January of this year the Colonial Govern- ment had occasion to complain of the unauthoriser passage through the Inner Harbour of Kacao of Chinese troops proceeding to arrest pirates on the island of Wangkum On representations made by Mr, Wilton to General Lung it was admitted that previous notice should have been given to the harbour authorities, but the Portuguese claim to the island was refuted. case has, I understand, been brought to the notice of
the Portuguese Legation.
